The Victorian Government is announcing an inquiry into alleged illegal activity in the state's construction industry.
The Construction Code Compliance Unit will conduct a wide-ranging investigation into reports of unlawful behaviour, such as the involvement of bikie gangs and organised crime in the industry.
The Government alleges it has been inhibiting productivity.
Premier Ted Baillieu has already asked the unit to investigate the dispute between Grocon and the CFMEU which closed a Melbourne CBD building site for several weeks.
Attorney-General Robert Clark says construction sites should not be shut down illegally.
"This [the Grocon dispute] is the latest of a long series of incidents in the building industry where people seek to treat the law with contempt," he said.
"Victoria's had a long history of lawlessness and contempt for the law in the building and construction industry.
"We're determined to see that end.
"Ordinary Victorians should be able to go to work in peace without threats or violence, intimidation or blockades."
Mr Clark says there is clear evidence of intimidation on Victorian construction sites.
"We've clearly seen in the past very strong evidence of the involvement of bikie gangs and threats of intimidation and violence on construction sites such as the West Gate Bridge site," he said.
"There are ongoing concerns about the potential involvement of organised crime.
"That's why we've asked the Construction Code Compliance Unit to make it a key term of reference."
He says non-union construction sites are more productive.
"The cost of construction on union-dominated sites far exceeds that of non-union dominated sites," he said.
"These sorts of behaviour is simply making infrastructure unaffordable and therefore undermining our national and Victorian productivity."
