The body that represents Victorian TAFE institutions says it will not launch legal action to try to stop a strike by TAFE employees across Victoria on Thursday.
The National Tertiary Education Union and the Australian Education Union have called for all members to stop work for 24 hours and join a rally against government funding cuts of $300 million.
TAFE Association executive director David Williams is refusing to endorse the strike because it will disrupt students.
But he says TAFE managers understand why staff feel the need to take action.
"We are not surprised that they've called for that action or that they've convened a rally on Thursday in the context of the leaked documents last week," he said.
"It's understandable that they'd be concerned about the contents of those documents."
The documents, leaked to ABC News last week, indicate the cuts will be much more extensive than originally anticipated.
The document says some campuses may be sold or closed and the number of courses on offer could be cut even further.
