A demonstration planned for the State Library in Melbourne on Sunday appears to have fizzled out.
The rally was said to have been organised by a Muslim woman who was angry about a low budget film about that insults the Prophet Mohammed.
The Islamic Council of Victoria says non-Muslim groups were also involved.
Spokeswoman Sharene Hussain says neo-Nazi groups were apparently organising the rally.
"A Facebook message has been circulated around from what seems to be a neo-nazi, white supremacist group, urging people to clash with the Muslim community and teach them a lesson," she said.
"There [are] groups like that use anything as an excuse to inflame tensions and attack the Muslim community.
"We're quite well accustomed to it. I understand that it's a very small percentage of individuals."
